I am directed by Secretary Sir E. Grey to
acknowledge the receipt of your letter of the 10th
instant relative to the measures to be taken at
Hongkong respecting Dr. Cook and the party of
Indians on the s.8. "Mongolia",
Bir E. Grey concurs in the opinion of the
Secretary of State for India that it would be ad-
visable merely to watch Dr. Cook for the present.
I am to transmit to you herewith copies of
telegraphic correspondence with His Majesty's
Ambassador at Washington showing that nothing defin
ite is known to his informant as to Dr. Cook's
connection with the plot. Bir E. Grey considers,
however, that, in view of his past record, it
